draft GGF IVOA_RG charter

Dear Bob, Andy and Peter,

attached is the draft of a charter that Reagan and I have recently drawn up which would start the ball rolling towards setting up a research group at the GGF (Global Grid Forum - see http://www.ggf.org).

Basically, the idea would be to have a IVOA proposed research group which would aim to generate a report on usage of ggf stds and identify areas from the astronomy domain which will demand attention in ggf stds.

thus the ggf ivoa-rg would be a good means of ensuring that astronomy and the astronomy VO projects, participates in a more formal way in inputting astronomy specific requirments into the grid stds making process.

i note that at the last GGF8 (seattle in June) charlie catlett, in summing up, called for more application areas to come forward and participate in the GGF. speaking to satoshi matsuoka, the area director for the ggf Applications, Programming Models and Environments Area (APME) (see http://www.ggf.org/7_APM/APS.htm), was also glad to hear that astronomy may participate. (note that there is a life science grid research group, and that HEP had a BOF in seattle). astronomy would thus be the third app area.

in terms of process, this draft would need to go to the ggf by the end of july, in order that they can consider scheduling in a BOF session at the Oct GGF meeting. assuming support then the RG could begin operation at the March 2004 GGF.

reagan and i have listed names - these could change of course.

we suggest that if you are generally positive about this development, that we present and discuss this at the upcoming july 23 ivoa meeting. after that we should send the draft charter to the GGF.
