  I think this is basically a good idea, and appreciate your putting together the draft charter, etc.

  I tend to agree with Tony that the name should reflect Astronomy more directly. The charter can explain the IVOA organization. But as I understand it, HEP calls itself HEP and not GriPhyN or iVDGL.

  The 2nd paragraph on p.2 should include a correct list of the IVOA participants. We do not have a South Africa VO, so far as I know, and though a VO-France is about to become a reality we have not yet formalized their membership in the IVOA. The list neglects VO Italy (IDGAR, but I think this name is changing), VO Korea, and VO Japan.

  With Piero's departure from ST-ECF he is perhaps not the best person for the Leadership Committee. He might be a new VO Italy representative, though Fabio Pasian has been playing that role and for now should probably be added to this list.
