In my opinion, the requirement for two working implementations of a service before PR should mean that at least two people actually wrote software that complies with the spec - rather than one piece of software and a couple of deployments. So I think it is a good thing that multiple groups interpret the spec and write code according to their understanding; that's the only way to test the spec.
