No, VOTable is not the basis, having an interchange standard is the basis for making those tools more powerful. It certainly is restricted but it is not simple: it is little more than a representation of CSV in angle brackets. It certainly is not 'easily interconvertible': XSLT or XQuery is the standard way of converting between XML and other forms but try doing that with VOTable.
