SIA, SCS validaters moved

Hi folks,

This week we moved the SIA and SCS validaters to new servers. We also reconfigured things to remove the use of the 8080 port. The validaters are now available via the following URLs:

   Cone Search Validater:
   http://nvo.ncsa.uiuc.edu/dalvalidate/csvalidate.html

   SIA Validater:
   http://nvo.ncsa.uiuc.edu/dalvalidate/siavalidate.html
