Then it's a toolkit problem, not a problem with SOAP, or XML, or the Spectrum DM. Surely you should take it up on the .NET mailing list at that point?

Err, no. The standard is the standard. A standard can be difficult to implement, in which case it might be a bad standard, but it's not going to be wrong.
