Dear DM group,
I believe we are now ready to enter the formal Working Draft,
Proposed Rec,etc. process with the Spectrum document. We will
have to wait for completion of test implementations before we
proceed to PR, but the model is now stable enough that
implementors should proceed on the basis of this new version
of the document:

I'll upload it to the VO twiki as well sometime this week. This doc does not include the photometry model, which I believe can be added later as a separate rec (hopefully consistent with Spectrum plus minor addons).
