data model status

Dear DM members,

I realize I did not give you any feed back about the last evaluations on the current PR documents:

There were 3 models under evaluation by the TCG on september 12.

* Spectrum
* STC
* Characterisation

They have all be recommended to the EXEC for adoption as standards. They will be examined at the next Exec, 27th of September.
