V0.3 of auth-mechanism document

Hi,

I have updated the authentication-mechanism document to v0.3, including the decisions taken in the GWS-WG sessions yesterday (session 1 of the Victoria interop). I now think this document is ready to become a v1.0 public WD. I shall promote it as such on Friday if nobody objects.
