VOSpace 0.20

As promised, v0.20 of the VOSpace spec has been posted to the GWS-WG wiki-pages.

This version simplifies the service contracts w.r.t v0.19. In v0.19, the methods had some parameters that would be needed for VOSpace 2 but made no sense in VOSpace-1. This was becuase we wanted to keep the same WSDL contract between major versions of VOSpace. It now looks Too Hard (tm) to keep exactly the same contract, so we, the document authors, have simplified the VOSpace-1 contract by removing the unecessary parameters.
