discussion list

I agree with the former comments that the 'interop' list ought to be low traffic and reserved for announcements and the like. Perhaps this would be facilitated if we created a discussion-at-ivoa.net list which people could join (or not) to discuss non-workgroup types of subjects?  

Can I propose that anyone who agrees with this idea send their support to Dave rather than replying to the whole list.  

Dave: can you post a notice to this list with the result of this proposal?
