handling metadata with multiple values

In the last day or so I have been looking at the project called DSpace (www.dspace.org). DSpace has a metadata schema based on Dublin Core, like ours, and uses OAI. I noticed that the way they handle metadata elements that may have a list of values, such as the authors of a paper, is by repeating the metadata element, e.g.,

Creator = R. Hanisch
Creator = T. Linde
etc.

for as many entries as are needed. Can anyone comment on the merits of this approach vs. what we are doing? Perhaps it does not matter.
