At the Cambridge meeting, VOQL was taken to mean "the higher level abstract query language, probably using XML", which the an immediate, lower-level langauge based on SQL was also discussed. The latter is now known as ADQL. So, if the registry group proposed to adopt VOQL, that's fine, but it is not the same thing as ADQL and does not imply using SQL in the interface/doc format.
