Elements to add to TabularSkyService

Hi folks

I intend to add two new elements to each column-describing element in TabularSkyService as follows:

<ErrorColumn> - an optional element with a value of the column name, that holds the error for the values in this column.

<PrimitiveType> - an enumerated element describing the type of the value in simple terms; ie real, integer, string, enumerated, date, etc. I don't intend to worry here about endiens, number of bits, etc.
