What is the root element of a resource?

Hi,

Can we get some agreement on whether the root element of a resource is a 'Resource' or a 'resource' and at least be consistent on it? The latest version of the RI spec (v0.8.6) gives a Registry Sample Instance Document with 'resource' but if I had requested this via the GetIdentity or GetResource methods then I would have got a 'Resource'; however, if I had harvested this via the OAI interface then I would have a 'resource'.
