Oooh, this is intriguing!

Someone (who was probably Matthew) made the suggestion that the we essentially replace the coord_system_href with xlink:href. Your example illustrates that it could point either to an internally defined coordinate system or an external one. Then, the coordinate system part of the description would be optional.

We're almost there now anyway, because when using standard systems, the coordinate system definition blob is just a pointer to an external document anyway. If the xlink:href that replaces coord_system_href is mandatory, then the author cannot get away without fully specifying the applicable coordinate system.

This, of course, requires STC to be changed.
