Not tried it but says it aims to 'deliver a PHP and web-based ontology editing and management solution'. Might be useful for any group wanting to collaboratively develop OWL-based ontology:   http://ontowiki.net/Projects/Powl  

And maybe we could develop the SV using OntoWiki: would certainly provide a good interface for anyone wishing to view it:   http://ontowiki.net/Projects/OntoWiki (Note: just tried to install this to my provider and could not even get db to build! Maybe next version.)
