semantics: discussion in Edinburgh

Hi all,

Norman Gray, Tony Linde, Andrea Preite-Martinez, Alexandre Richard and myself had a semantics discussion during the VOTech meeting taking place this week in Edinburgh. Here are the conclusion from our chatting:

SKOS fulfills our needs/requirements concerning the vocabulary:

It is easy to produce SKOSed versions of the main existing astronomical vocabularies (IAU, HOU, ...) (and in some cases it's already done)
SKOS is almost plain-text (which is a good thing for an easy to maintain vocabulary masterfile)

Therefore, we would like to write an IVOA note saying which is the format for vocabularies (SKOS), and ask for contributors to this note.

Existing SKOSified vocabularies could be included in the note as examples.
