Vocabularies document in PR

Greetings, all.

Version 1.13 of the Semantics WG's Vocabularies document is now available as a Proposed Recommendation. It's available at <http://www.ivoa.net/Documents/latest/Vocabularies.html

The document has been improved in various ways, but has not had major structural or technical changes from the versions previously available as a WD.

There is, it turns out, a last-minute complication concerning the namespace of the sample vocabularies included with this document. Current best practice suggests that such a namespace URL should be unversioned, and this was confirmed at one of the Semantics WG sessions at the Trieste interop. This may or may not conflict with the current policies for the management of the www.ivoa.net URL space, and until this is definitively worked out, the document and its associated vocabularies have been released with a versioned namespace URL (see section 2.4, and the beginning of section 4, for some discussion of this).
