This is quite contrary to the notions clearly espoused by Lindegren and Dravins (2003) A&A 401, 1185. Without a model there is no way to assign a radial velocity to a source. The measurable quantity, is a spectral shift for which any apparent radial velocity is merely conventional.

That said, it remains the case that many instances of conventional radial velocity measures exist in the literature.
