For labeling VOEvents. So that a machine can decide if the interpretation of an event has changed as a result of followup or further analysis. That is why it was sent to the VOEvent mailing list.

These are syntactically like UCD, but they are not "content descriptors", but rather object and process descriptors.

Because the discussion is about the meanings of words. See definition below.
