Apologies for the long delay in getting back to you, we are having a busy time of it at the moment because of a big meeting next week.
On the subject of the prototype ADQL/sql parser/translator I mentioned, my colleague Jeff Lusted has a prototype just going into beta, which accepts an SQL92-like form of ADQL/sql (with a few things like REGION and XMATCH missing) and can translate it into ADQL/xml.
Jeff is going to put together a webpage showing the ADQL/sql BNF grammar he has used, and a description of what tooling he is using to build the parser/translator and related classes. I will publicise this to the list as soon as it is available. I hope the grammar in particular will be useful as a starting point to build a BNF grammar for our new version of ADQL; Jeff has started with the full SQL-92 grammar and has already put a lot of work into pruning away some unnecessary parts of it.
On the subject of STAP, and SOAP vs. REST, I will post a further message seeking some clarification about what we propose STAP to be.
