I think we all agree that these need broader discussion; however, it would be good to consider both issues in enough detail first to have something concrete to discuss; the basic ideas have already been out for a long time now.
In particular, getCapabilities is one of the main things holding up the full V1.0 SSAP specification. To get this out before the interop, we need to have at least a strawman specification for the SSAP version of getCapabilities. Note, current SSAP implementations already include the getCapabilities operation; we just don't have a specification yet for what is to be returned.

which returns the sketch Ray and I generated earlier, as a placeholder (please don't consider the metadata shown as anything more than an example). Although this example is SSAP, TAP should be consistent with whatever approach we end up with.
