In his posting, Ray refers to a "mapping of the capabilities from the SSA document". This refers to a summary of what I thought the SSA service metadata should consist of, and was prepared without looking at VOResource. Evidently the correspondence to what Registry expects is quite close, but we were not merely trying to stick a VOResource record in the service, and in fact I have always said that they could be different. The key thing is that the service metadata needs to be defined by the service in any case; it should be part of the service specification.
Again, although I refer to SSA here, much of the same logic probably applies to TAP as well.
