I thought I'd throw some links at you so that you can have a look a this stuff in your own time, the main RTML page can be found at
the RTML version the eSTAR (www.estar.org.uk) project is using is an extended version of RTML v2.1, and was "officially" adopted as RTML v2.2 at the end of 2002, it provides a fair bit more functionality than RTML v2.1 but preserves the syntax (ie. its backwards compatible).
