About the usage of units (in your second slide with a link to http://vizier.u-strasbg.fr/doc/catstd-3.2.htx) the java class to make conversions between units (and a few other other operations) is available (as well as C code); I realize this should be added in the mentioned document, I'll do when I'm back.
