As has been pointed out to me (thanks, Noel!), I failed to say that the translation only needs to be defined once. So, the VOTable-based metadata can be transformed to the table-description part of VODataService, and vice-versa using a standard, non-normative XSLT. It probably makes sense to define the translation in textual format as well.
