At this stage I think that it is perfectly natural that they are not exactly in line - the WSDL is an attempt to represent what is said in the spec in a more formal language - doing so can expose difficulties in representing concepts in the specification - e.g. server generated data object identifiers., and potential "holes" in the specification.

I would anyway expect the WSDL to be finalised *before* the specification, as we are supposed to produce reference implementations when going to PR on the spec, and this process will almost certainly provoke the need to more explanatory text in the specification.
