I'm working on some corrections to the current specification document.

This is a work in progress, and I'll add more over the next few days. It is based on version 022-0713 of the document from the IVOA wiki. Shout if I'm using the wrong version of the specification.
This is not intended to change the specification itself, just to bring
the document up to speed with what we have agreed so far, and to improve
the descriptions and explanations.
Please shout if I have missed anything or got things wrong.
At the moment, this is just a wiki page showing the proposed changes, as
a way of getting things moving.
No changes to the document until everyone gives the ok.
