votable: Alpha 0.03 release of VOTABLE Perl modules

To all,

After some delay, the 0.03 alpha release of the Perl VOTABLE modules is ready. Many bugs have been fixed (thanks to all who pointed out problems), and several new features have been added, such as:

Support for BINARY data elements in tables.
Methods to append and add single rows.
Two additional sample programs using the new features, taken straight from the ClassX pipeline.

The software can be found at the usual location:

Give it a try, and as usual send me all bug reports and feature requests.
