Hello Pierre,
The SAVOT (Simple Access to VOTable) has also a VOTable output from the
internal data model.
But it is not a converter (it is not its aim), you can do the 2 following
things :
1) load an existing VOTable file, modify-add-remove what you want, write the
new VOTable file
2) create a VOTable file from scratch with the methods from the API
It think that the different VOTable existing tools are complementary. So it depends on your need.
