As long as it's never [expected to be] used for anything, and I understand that is the intention, then it's not going to cause STIL/TOPCAT parsing to fail or operate incorrectly. But I feel strongly (as do other people who have voiced an opinion on that in this thread) that asking whether certain particular bits of software, whether TOPCAT or XML binding tools or something else, can be expected or made to work with a given schema feature is not the right way to decide what the schema should look like.
